Jeffrey "Jeff" Garcia (born May 3, 1977) is an American voice actor and a stand-up comedian best known for voicing Sheen in Jimmy Neutron Boy Genius. He voiced Marcel's henchman Tipa and the Bat in Rio. In the second film, Rio 2, he also voiced Peri, a member of Spix's Macaw Tribe and Kipo. (who was previously voiced by Bernardo de Paula in Rio)
